Memo to ALL MEMBERS From BSLBA Board of Directors Subject TRAIN Seminar (RA 10693)
Greetings!
RA 10963, or TRAIN (Tax Reform for Acceleration and Inclusion), has been a hot topic ever since it was enacted into law on December 19, 2017 after more than a year of deliberation in Congress. This tax reform package is intended to implement a progressive taxation system to promote sustainable and inclusive economic growth.
In a nutshell, TRAIN has a two-fold aim: on one hand, to lower the tax burden of ordinary taxpayers in order to raise disposable income and promote economic activity while on the other hand, tighten enforcement to improve tax collection efforts to ensure availability of the needed infrastructure, health, education, and jobs.
Many questions and speculations have been raised on the details and implementation of TRAIN and while the implementation is basically for taxable year 2018, BSLBA has requested SGV & Co to conduct a briefing on this tax reform package as part of their advocacy on tax education.
We are inviting you to this briefing, details of which follow:

The said briefing will discuss the following:
- overview of TRAIN plus planned additional packages
- lowering of personal income tax rates
- filing and reporting requirements
including E-invoicing and E-sales
- changes in estate and donors taxes
- removal of zero rating and additional
VAT exemptions
- increase in excise, documentary tax
rates
- increase in penalties for various tax code violations
The briefing will be conducted by two SGV partners: Mr Lee Celso R. Vivas and Mr Hentje Leo L. Leano. Both have extensive experience in tax compliance and have conducted lectures on the same.
